Floyd Labuda: Preservation is non-use to allow the resource to recover or to maintain its level. Conservation is "wise use" and more encompassing. It includes preservation, management for sustained use, increasing the population, and decreasing the population. It may even call for extermination of populations (the Guam Brown Snake, where it has spread, for example).
